America: There Are Precise Details That Need Discussion Between Moscow and Kyiv

The United States has made progress towards a peace agreement between Ukraine and Russia.

SUMMARY

The United States is making progress towards a peace agreement between Ukraine and Russia, with details needing discussion.

KEY HIGHLIGHTS

  • Ukraine has agreed to the terms of a potential peace agreement.
  • The Ukrainian president expresses optimism about peace prospects.

CORE SUBJECT

Potential Peace Agreement

White House spokesperson Caroline Levitt stated today, Tuesday, that last week, the United States made significant progress towards reaching a peace agreement by bringing Ukraine and Russia to the negotiating table.

"There are precise details that are not insurmountable"

She mentioned in a tweet on X that there are some precise details that are not insurmountable that need to be resolved.

She also announced that these details will require further discussions between Ukraine, Russia, and the United States.

This came after a U.S. official confirmed that Ukraine agreed to the terms of a potential peace agreement.

The official told ABC News today, Tuesday, that the Ukrainians agreed to the revised draft of the peace plan.

However, he clarified that "there are some minor details that need to be resolved".

For his part, Ukrainian President Volodymyr Zelensky expressed cautious optimism. He said that his country sees "many prospects" for peace following the U.S.-Ukrainian talks that took place in Geneva last Sunday. Zelensky wrote in a post on X after a phone call with British Prime Minister Keir Starmer that Kyiv sees "many prospects that could make the path to peace real".

He also clarified that "tangible results have been achieved, but there is still much work to be done".

Starmer confirmed that the Geneva talks made progress between the U.S. and Ukraine towards reaching a revised plan. He stated in a speech before the general council today that the initial draft of the plan included unacceptable points, despite having some critical elements, such as security guarantees from the United States and its partners.

He emphasized that Britain is clear about the fundamental principles, namely the necessity of maintaining Ukraine's sovereignty and its ability to defend itself in the future.

Lavrov Hints at Rejection

In contrast, Russian Foreign Minister Sergey Lavrov stated that his country has not received the revised plan, but he hinted at the possibility of rejecting it if it does not respect the spirit of the U.S.-Russian discussions that took place last August in Alaska. He said, "If what was agreed upon during the Alaska summit is obscured, the situation will be completely different," hinting at a potential rejection.

An informed source revealed that the updated agreement does not include a cap on the Ukrainian army (the first version stipulated reducing the army to 600,000). He noted that the clause regarding "amnesty for crimes committed during the Russian-Ukrainian war will not be included in the new version of the peace proposal".

It is worth noting that the first version of the U.S. plan stipulated that Kyiv abandon the Crimean Peninsula and the Donbas region (eastern Ukraine), with the Kherson and Zaporizhzhia regions (in the south) being demilitarized.

It also included Ukraine's abandonment of its dream of joining NATO, reducing the number of armed forces, and not deploying any international forces on Ukrainian territory, which are demands that the Russian side has long insisted upon. It called for holding general elections in Ukraine within 100 days of the cessation of hostilities.

Zelensky is expected to visit the United States in the coming days to finalize the plan, according to what was announced by the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov.
