CORE SUBJECT
Amendment of War End Plan
The United States and Ukraine have agreed to amend the American plan to end the war with Russia. The two sides stated in a joint statement that they have drafted a revised framework for peace following talks in Geneva, but they did not provide details.
The White House separately stated that the Ukrainian delegation informed them that the plan reflects their national interests and addresses their core strategic requirements, although Kyiv has not issued a separate statement.
The White House considered that the discussions regarding a proposal to end the war in Ukraine represented an important step forward, reiterating that any final agreement must fully respect Ukraine's sovereignty.
U.S. President Donald Trump continued to pressure Ukraine to reach an agreement, stating that Ukraine has not shown any gratitude for American efforts regarding the war, prompting Ukrainian officials to reaffirm their thanks for Trump's support.
Informed sources indicated that Ukrainian President Volodymyr Zelensky may travel to the United States as early as this week to discuss the more sensitive aspects of the plan with Trump.
Zelensky stated during a video conference: "In the steps we coordinated with the American side, we succeeded in including highly sensitive points," referring to the complete release of all Ukrainian prisoners of war under a formula of all for all, the return of all civilians, and the full return of Ukrainian children abducted by Russia.
Zelensky added that these are important steps, but to achieve real peace, much greater efforts must be made. He noted that Ukraine stands at a critical moment, pledging to seek compromises that strengthen its position rather than weaken it.
Zelensky stated that Kyiv will continue to work with its partners to reach compromises regarding American peace proposals, leading to the strengthening of Ukraine, not its weakening.
"Putin indicated that these proposals, in the form we reviewed, align with the discussions that took place at the Russian-American summit in Alaska, and could, in principle, serve as a basis for a final resolution... We reiterated Russia's interest in a political and diplomatic solution to the Ukraine crisis."
The Kremlin mentioned that Erdogan informed Putin that he is ready to support the process in every way and suggested holding talks in Istanbul. Erdogan's office reported that he informed his counterpart Putin that Ankara would contribute to any diplomatic effort to facilitate direct communication between Russia and Ukraine and to achieve a fair and lasting peace.
Following consultations with other heads of state and government in the European Union on the sidelines of the EU-Africa summit in Luanda, Mertis stated:
"It is a laborious process, and at best, only small steps will be made this week... The next step must be for Russia to sit at the negotiating table. If that can be achieved, then every effort will be worthwhile."
Fadivol pointed out that any agreement cannot be made at the expense of Europeans or Ukrainians, emphasizing the need to ensure Ukraine's sovereignty and that it alone decides when and what concessions are made.
Fadivol stated that the Geneva talks between the United States and Ukraine regarding the amendment of a 28-point plan to end the war between Kyiv and Moscow have achieved tremendous success for Europeans.
Specifically during the scheduled European Council meeting in December... I hope, and this is not a final decision yet, as some European countries still have concerns, but we have become much closer to a decision to use frozen Russian funds in Europe to assist Ukraine now and during the reconstruction process.
