The existence of a parallel document raised Ukrainian concerns due to past experiences such as the Budapest Memorandum of 1994.

The newspaper reported that Ukrainian President Volodymyr Zelensky's visit to the United States this week is still under discussion to talk about the plan with Trump, while no meetings with the Russian side have been scheduled.
