CORE SUBJECT
Reforming the international system and strengthening Africa-Russia partnership
Dr. Badr Abdel-Aati, Minister of Foreign Affairs and Immigration, delivered the text of President Abdel Fattah El-Sisi's opening speech at the second ministerial conference of the Russia-Africa Partnership Forum today, Saturday.
In his speech, President El-Sisi affirmed Egypt's deep pride in the Africa-Russia partnership, which began during Egypt's presidency of the African Union in 2019 and the holding of its first summit in Russia.
He stated that the ministerial meeting is a culmination of relations between the two sides and a continuation of the momentum witnessed by the previous two summits held in Sochi and Saint Petersburg.
He explained that holding the forum represents a practical step towards implementing the 2023-2026 Partnership Forum action plan and an opportunity to launch a constructive dialogue about the upcoming action plan, which will be adopted during the third Africa-Russia summit, aiming to serve the common interests of the peoples and achieve security and stability across the continent.
He pointed to the shared commitment to building a fairer and more stable international system, one based on equality in sovereignty, non-interference in the internal affairs of states, respect for their territorial integrity, and their right to self-determination.
He mentioned that Egypt emphasizes that reforming the international system must be based on principles of justice and balance, so that international institutions reflect true pluralism in the international system rather than the imbalances of the past, believing that Africa's voice—with all its weight—must be present and influential in shaping major international decisions, especially in international financial structures and Security Council reform.
He stressed that "regular political dialogue between African countries and their international partners, foremost among them Russia, is the cornerstone for building mutual understanding, enhancing trust, and coordinating positions on issues of common interest."
He noted that Egypt views Africa-Russia cooperation as an important mechanism and platform to support the shared goals in the African Union's 2063 agenda, through fully activating the Continental Free Trade Agreement, achieving inclusive growth, and ensuring the economic and social development of the continent's peoples according to their priorities and free from external impositions.
