CORE SUBJECT
Implementation of the Air Cargo Pre-Registration System (ACI) and its impact on Egyptian trade and economy
Ahmed Kouchouk, Minister of Finance, stated that the Air Cargo Pre-Registration System "ACI" will be implemented at air ports starting January 1st next year. He explained that the trial period began in 2022 and will continue until the end of December to allow our partners among investors to regularize their status.
Kouchouk added that there is significant cooperation and continuous full coordination with Engineer Hassan El-Khatib, Minister of Investment and Foreign Trade, to facilitate trade movement, enhance the competitiveness of the Egyptian economy, reduce customs clearance time, and lessen the burdens on investors.
Kouchouk said, in a new step on the path of trust partnership with the business community, that the pilot implementation of the Air Cargo Pre-Registration System is receiving positive feedback among the "success partners," noting that efforts are underway to facilitate and automate procedures and reduce the time and costs of customs clearance to lower import and export expenses.
He added that the "ACI" system at seaports is regular and stable, and that 2.5 million customs clearance certificates have been issued. He explained that the "ACI" system helps reduce the costs of document authentication abroad, alleviates burdens on the business community, and avoids rejection of shipments upon arrival due to non-compliance with specifications. It aims to encourage customs clients to complete procedures for all their incoming shipments before arrival, maximize the benefits of pre-clearance mechanisms, and accelerate and simplify the submission of customs declarations.
He pointed out that the electronic "Nafitha" platform covers all trade movement paths with the application of the "ACI" system on air shipments, and that the new system contributes to enhancing governance and transparency, improving foreign currency needs planning, and preventing the entry of goods of unknown origin to ensure the improvement of the quality of products entering Egyptian markets. He confirmed that achieving integration between the "Nafitha" platform and the electronic invoice system further strengthens the governance of the Egyptian economy in a more comprehensive manner.
